Louisiana advances plan to eliminate majority-Black US House district after court ruling

BATON ROUGE, La. (AP) — Republican senators in Louisiana advanced a plan Wednesday to eliminate one of two majority-Black, Democratic-held congressional seats followinga U.S. Supreme Court rulingthat struck down the state's U.S. House map as an illegal racial gerrymander.

Associated Press

The early morning Senate committee vote came after hours of impassioned testimony from Black residents and Democrats opposed to the move. Republicans opted not to pursue a more aggressive approach, which could have targeted both Democratic seats for elimination.

The Supreme Court's recent ruling weakening federal Voting Rights Act protections for minorities has prompted Republicans in several Southern states to try to eliminate House districts with large minority populations that have elected Democrats.TennesseeandAlabamaalready have acted to implement different House maps that could help Republicans win an additional seat. A similar effort fizzled Tuesday in theSouth CarolinaSenate.

The redistricting efforts to undo minority districts are the latest variation in a 10-month-long national redistricting battle that already has involved about one-third of the states. It gained steam when President Donald Trump urged Texas Republicans last year to redraw House districts in an attempt to win more seats in the midterm elections. Democrats in California responded with their own new districts. Numerous Republican states have redistricted since then.

Republicans think they could gain as many as 15 seats so far from new House maps in Texas, Missouri, North Carolina, Ohio, Florida, Tennessee and Alabama. Democrats, meanwhile, think they could gain six seats from new maps in California and Utah. TheVirginia Supreme Courtlast week struck down a redistricting effort that could have yielded four more winnable seats for Democrats.

Louisiana map resembles 2022 districts

The Louisiana Senate could vote Thursday on the new House map advanced by a committee tasked with redistricting.

The plan keeps a New Orleans-based, majority-Black district represented by Democratic U.S. Rep. Troy Carter. But it significantly reshapes the 6th District, represented by Democratic U.S. Rep. Cleo Fields, which currently snakes northwest from Baton Rouge to Shreveport to create a second majority-Black district.

State Sen. Jay Morris, a Republican who sponsored the revised map, said the new districts are very similar to those used in 2022 that resulted in five Republicans and one Democrat winning election.

A federal judgestruck down the 2022 mapfor violating the Voting Rights Act. Then in 2023,the U.S. Supreme Court ruledthat Alabama had to create its own second largely Black congressional district.

In light of the Alabama ruling, the Louisiana Legislaturepassed a revised map, creating a second majority-Black district that was used in the 2024 elections. That map also was challenged, leading to last month's U.S. Supreme Court ruling that Louisiana's districts had relied too heavily on race. The Supreme Court followed that with a decision also overturning a judicial order mandating that Alabama use a House map with two largely Black congressional districts.

Republican Gov. Jeff Landry haspostponed Louisiana's U.S. House primaries, scheduled for Saturday, to allow time for new districts to be put in place.

Democrats wanted to preserve 2 districts

During committee testimony, many Democrats and Black residents suggested that Louisiana could revise its districts in response to the high court ruling in a way that could preserve two Democratic-leaning seats that give Black voters an opportunity to elect the candidates of their choice. They argued that it was a matter of fairness.

As the hearing stretched into Tuesday night, Josiah Hardy, a high school sophomore, told lawmakers his great-grandfather fought for civil rights and equal representation in Louisiana when Black voters were disenfranchised.

“Why are we still fighting the same fight decades later?” Hardy questioned. “My great-grandfather believed democracy is stronger when more people are included, not excluded. Further generations should not have to keep fighting the same battles for fairness and voting rights that leaders before us have already fought.”

Lieb reported from Jefferson City, Missouri.

4-star OT Jake Hildebrand announces commitment date, Oregon in the mix

Offensive linemen are starting to come off the recruiting board around the country, and theOregon Duckshave been key players in several of those races.

USA TODAY

Four-star offensive tackleJake Hildebrandhas been an Oregon target for some time, and he is set to make his decision soon. The Arizona product will announce his commitment on May 19, choosing between theDucks,Arizona State, Texas A&M and Utah.

The 6-foot-5, 285-pound tackle from Basha High School in Arizona is the No. 92 overall player nationally and No. 8 offensive tackle in the 2027 class, per the Rivals Industry Ranking. Hildebrand has been blocking up front for running backNoah Roberts, another Oregon recruiting target who committed to Texas on May 1.

Oregon has cast a wide net for offensive linemen in this recruiting class, and that has led to some movement within the class. The Ducks lost four-star offensive tackleDrew Fielderto USC earlier in the cycle, but the Ducks also landed three-star tackle Avery Michael and recently earned a commitment from four-star guardGus Corsair.

However, the Ducks appear to be facing an uphill battle to win Hildebrand's services. Rivals recruiting expert Brandon Huffman placed a prediction on Arizona State to keep the four-star tackle in-state when he announces his commitment.

Hildebrand has been drawn to NFL development in his recruitment, and the Sun Devils, led by former Oregon offensive coordinator Kenny Dillingham, certainly can offer that. Arizona State just had a pair of first-round draft picks go to the NFL, including right tackle Max Iheanachor.Oregon offensive line coach A'lique Terryhas also sent multiple linemen to the next level, but the ability to stay close to home has also been a big draw for the Sun Devils.

The Ducks should have more clarity on their offensive line class soon. Four-star tackleCameron Wagneris set to commit on Monday, and all signs are pointing to an Oregon win. Four-star linemanIsmael Camarahasn't locked in a decision date yet, but he appears to be trending toward the Ducks as well after a positive visit for the Oregon spring game.

Hildebrand will announce his decision at 3 p.m. PST from Basha High School on May 19.

Investment 'hugely important' for Linfield - Healy

Linfield manager David Healy says outside investment in the club will be "hugely important" if the Blues are to remain competitive in challenging for silverware in the coming years.

BBC

The south Belfast club finished fourth in the Irish Premiership this season, behind champions Larne, Coleraine and Glentoran.

They won the BetMcLean Cup in March and managed to progress to the Uefa Conference League first qualifying round bybeating Dungannon Swifts 3-1in the European play-off final at Windsor Park on Tuesday, courtesy of a Matthew Fitzpatrick hat-trick.

That victory will reap financial dividends which will help boost the club's coffers for the forthcoming season, but Healy says they are still trailing behind the clubs above them in the division in monetary terms.

"It's been well documented over the past 12 months. We're searching high and low for investment to come in," Healy told BBC Sport NI's Thomas Kane.

"That's going to be hugely important because, if not, it's alright getting the European money, and maybe getting through a round, but we have to generate money from somewhere and if it's not going to be generated, then there's the potential that we'll have to lose one or two of the players, who knows.

"The landscape has changed, Linfield, going back 25 years, could have hand-picked the best players from any football club in this country.

"The likelihood now is that one or two other clubs with significant investment are becoming a more attractive option.

"There probably has to be more of a realisation that we are no longer top of the tree regarding finances."

European money 'not life-changing'

Significant financial backing has allowed Larne, Coleraine and Glentoran to attract footballing talent from across the island of Ireland and beyond, with the Bannsiders snatching star player Joel Cooper from the Blues for the start of the 2025-26 season.

"With the amount of money knocking about the Irish League these days I don't think it [money earned from qualifying for European competition] is life-changing for any club," added Healy.

"But a club like ours, where we're struggling for financial investment or a benefactor, we don't have that, any money that we do get, that we bring in, that we earn, is important.

"The money will help. Next year the budget is certainly going to be down on what it was two years ago, it's going to be down on last year.

"So when you go into next year we'll lose nine or 10 players out of the squad so it's about being selective, a wee bit more proactive in what we bring in."

Despite believing that the Blues trail their main rivals in respect of financial firepower, the Linfield manager knows that expectations remain high at historically the most successful club in the Northern Ireland game.

"Going into next year Linfield Football Club will be I imagine fourth best budget going into it.

"Some of the other part-time clubs will not be that far off, even though they are part-time, so we have a lot of work to do over the coming weeks.

"It doesn't matter where we stand in the budget table, the Linfield fans, it's written in stone around this football club, anyone who knows anything about Irish League football, knows the demands and expectations, so that's a challenge for me.

"It doesn't matter where we are, we're Linfield Football Club, but there's a realisation among most of the board, some of our supporters who sat through the AGM, where we went through the critical numbers, where we are going forward and what we need going forward."

Healy went on to commend his side's display in defeating Rodney McAree's Swifts side on Tuesday night.

"Without sounding disrespectful, I don't think 3-1 flattered us. We should have been further ahead at half-time. We let them off the hook at times with opportunities.

"We probably scored the second goal against the run of play and it was an important goal, it gives you that platform, that cushion to go on and win the game.

"All in all, I thought our performance levels were good. For me the past 17 days have been a huge learning curve about how you peak for a one-off game."
